Portugal is continuing its deconfinement plan thanks to the positive development of the coronavirus epidemic. Portuguese Prime Minister Antonio Costa has announced that the whole country is in phase 3 deconfinement, except the metropolitan area of ​​Lisbon which is experiencing an increase in the number of confirmed cases. With this new phase, many things change and new activities are allowed. Shops, restaurants, swimming, gymnasium, the changes are many. General rules :

  • The civic obligation of confinement is no longer established;

  • Meetings are now authorized up to a limit of 20 people (in the Lisbon metropolitan area the limit remains of 10 people).

Trade, restaurants and other economic activities:

  • Stores located in shopping centers and stores larger than 400 m2 may reopen (except in the Lisbon metropolitan area);

  • By applying certain conditions and respecting the guidelines defined by the General Directorate of Health, most businesses can resume their activities, in particular casinos and tattoo parlors;

  • In catering establishments and the like, there is no longer an obligation to limit capacity to 50% if “watertight” separation barriers are installed between customers face to face and if the distance between the tables is 1.5 meters. However, restaurants may choose to maintain the current capacity and distance reduction standards of two meters);

  • Food and drink consumption areas of shopping centers can reopen (except in the Lisbon metropolitan area).

Culture:

  • Reopening of theaters, cinemas and auditoriums. (All the rows of seats can be occupied, but there must be a space between the spectators, who will all have to wear a mask);

  • Outdoor cultural events are allowed (the use of a mask will not be mandatory, but there must be assigned seats).

Sport:

  • Reopening of gymnasiums and sports halls (among the measures that will have to be implemented, in addition to the hygiene and disinfection care common to other activities, the General Directorate of Health offers a distance of three meters between each user , course and training schedules, the absence of lockers and toilets and that all employees and customers wear a mask, with the exception of teaching or training periods;

  • Reopening of the indoor and outdoor pools;

  • Reopening of infrastructures for the practice of individual sports and without physical contact (tennis, paddel, etc.)

Public services :

  • Maintenance of public services at a distance;

  • Face-to-face service is always by appointment;

  • Reopening of Loja do Cidadão (except in the Lisbon metropolitan area). -

  • Wearing a mask is compulsory face to face.

Community celebrations:

  • Celebrations are now authorized with agglomerations of 20 people, and the general directorate of health must determine the guidelines, namely the capacity for religious ceremonies, family events (including weddings and baptisms, whether civil or religious) and other events organized in spaces suitable for this purpose.

Employment:

  • The compulsory teleworking rule is abolished, except for workers who present a medical certificate attesting that they are covered by the exceptional protection scheme for immunocompromised and chronically ill patients, workers with a disability level equal to or greater than 60%, workers with children or other dependents under the age of 12 or suffering from a disability or chronic illness, or where the physical spaces and organization of work do not allow safe compliance with the directives of the Directorate General of Health for working conditions;

  • The Portuguese government suggests opting for "partial deconfinement", with daily or weekly staff rotations.

Beach season:

  • Opening June 6th.

  • Beach users must ensure a physical distance of 1.5 meters between the different groups and a distance of three meters between umbrellas.

Education:

  • Reopening of pre-school education from June 1st;

  • Reopening of leisure activities (ATL) not integrated in schools from June 15th;

  • Reopening of family and leisure support at the end of the school year, scheduled for June 26th.
